Defensive Tactics Instructors Course

This course is designed for law enforcement personnel that will have the responsibility of teaching proper defensive tactics techniques. Upon successful completion of this course officers will be certified to instruct basic handcuffing, subject control, self defense and weapon retention, Manadock Defensive Tactics System (MDTS) & Manadock Expandable Baton (MEB). The course will also include training in Pressure Point Control Tactics, Sudden Custody Death, liability issues, and use of force reports. Class size: Limited to 20 students. This is a hands-on course and all trainees must be in good physical condition. There will be a written and practical exams at the conclusion of this course. Prerequisites: Minimum five years of law enforcement experience. Equipment: All trainees must bring full duty belt, handcuffs and key, Expandable Baton & Holder.

Upon successful completion of the course, students will be certified to tech basic handcuffing, subject control, self defense and weapon retention. The program will also include training in Pressure Point Control Tactics, Sudden In Custody Deaths, liability issues and use of force reports. This is a hands on course and all participants must demonstrate an acceptable level of proficiency. Written and practical exams will be given at the conclusion of the training. Students should be in good condition and free of any physical limitations. Students will need their complete duty belt, hinge handcuffs and key.

Development and Management of the Confidential Informant

This course is designed to provide the law enforcement investigator with the knowledge and understanding of how to target, develop, and manage the confidential informant. Digital Photography for Crash Investigation

Digital Photography for Traffic Crash Investigation Clear, identifiable photographs are essential for both the subsequent investigation as well as the courtroom presentation. This comprehensive “hands-on” course addresses the unique characteristics of crash scene photography and will teach you how to properly photograph a crash scene, no matter what the size or environmental conditions. Since time is of the essence in opening the roadway and resuming normal traffic flow, we will show you valuable and timesaving techniques for quickly and accurately photographing the scene. And because much can be lost when the scene is cleared, you will learn the methods and settings to achieve the best results the first time. “Hands-on” exercises photographing crash scenes and wrecked vehicles will accompany class lectures to give you a thorough working knowledge of your camera’s component parts and accessories. We will also explain the legal guidelines for archiving photographs and presenting photographic evidence in court. In addition, we will present you with an overview of videotaping as it relates to the crash scene. You will have the opportunity to see new equipment and hear about future technical advances in this field. Topics include: • Use of digital cameras • Analyzing the crash scene • Close up documentation • Lighting conditions • Night, inclement weather and flash photography • Photographing vehicle damage • Photographing human body injury Note: Please bring your agency’s digital camera as well as an external flash unit, synch cord for flash to camera connection, a card reader and a tripod with you. Document Fraud Course

This course of instruction is designed to educate participants concerning document fraud with an emphasis on recognizing genuine and counterfeited identity documents. Instruction will also demonstrate the proper use of special devices (magnifiers & UV lights) to detect overt and covert security features. Each participant will receive a booklet containing various forms of identification such as: NJ driver license, out of state DL’s, green cards, passports, social security cards and International driver licenses. This course is designed for 7 hours and involves various hands-on exercises using genuine and counterfeit documents. Also a 1 hours block of instruction on the appropriate charges will be given by representatives of the Atlantic County Prosecutor’s Office and Attorney’s General Office.

Document Fraud for Law Enforcement

This course will assist law enforcement (Patrol Officers as well as Detectives) with training that will enhance their ability to recognize and identify the universe of identity-related documents issued by and relied upon by the MVC and the factors that motivate fraudsters. With emerging technology it has become increasingly difficult to identify fraudulent documents. Students will learn what tools are available to assist them in identifying counterfeit documents by providing “hands on” training and experience in the recognition of fraud as it pertains to documents such as: driver licenses, green cards, passports, birth certificates and social security cards. Participants will learn the newest trends in counterfeiting of drivers licenses by “on-line” manufacturers, which has becoming increasingly common due to the ease in obtaining access to technologies. This course will also review counterfeit as well as genuine NJ inspection stickers, temporary registrations and certificates of title.

In addition, this class will review facial recognition technology as it is used by the Motor Vehicle Commission on all images captured as well as the process that is used with the submission of a photo for a “manual upload”. This course will inform students of a cutting edge investigative tool available at the New Jersey Regional Operations Intelligence Center (ROIC). Known as the “Facial Recognition Initiative”, this technology utilizes the Photo Imaging Mugshot System maintained in the New York/New Jersey “HIDTA” program. The repository consists of images from arrested individuals submitted by various law enforcement agencies from New Jersey, New York and Pennsylvania. Currently, MVC staff highly trained in the field of facial recognition has been assigned to the ROIC to assist in this endeavor. Along with the instruction, the students will receive reference material to assist in investigations.

Instructor: Mark Cushing is an investigator with the New Jersey Motor Vehicle Commission’s Fraudulent Documents Training Unit in Trenton, N.J. His current duties consist of those related to forensics document examination and document fraud training. Prior to his current assignment he was assigned to the Facial Recognition Program where he conducted investigations of individuals found to have multiple identities for various reasons, including but not limited to MVC suspensions, immigration issues, homeland security threats, and access to unauthorized government subsidies. He is certified by the New Jersey State Police Training Academy as an instructor and has over 18 years of experience in instructing New Jersey State Police Recruit Classes, County Police Academies, Local Police Departments, SORA Classes and Criminal Investigations Schools in auto theft, vehicle identification and alteration, and document fraud.

In June of 1985, Mr. Cushing graduated from the New Jersey State Police Academy’s 102nd class. During his tenure with the New Jersey State Police he successfully led and conducted thousands of auto theft, document fraud, and insurance fraud official investigations. He acted as subject matter expert and lead instructor/facilitator to federal, state, county and local law enforcement schools in auto theft, vehicle identification and alteration, document fraud and insurance fraud investigations. Additionally, he provided informational support to field detectives and acted as a liaison to out-of-state Motor Vehicle Offices and all other agencies entitled to vehicle history information from New Jersey.

In many instances of justified use of force poor documentation leads to unsatisfactory outcomes for individuals and organizations alike. This two day course is intended for line officers, supervisors, command personnel and Internal Affairs investigators.
