The Enhanced Threat and Risk Assessment Course will augment the process taught in the current Department of Homeland Security/Office of Grants and Training Threat and Risk Assessment course. It provides managers of emergency responders with enhanced skills to conduct a comprehensive assessment of the critical vulnerabilities in the jurisdiction and develop an action plan to prevent, reduce and/or mitigate the potential damage from a Chemical, Biological, Radiological/Nuclear, and Explosive (CBRNE)/terrorism incident. The participants will conduct a detailed assessment of potential methods of CBRNE delivery against the jurisdiction’s potential targets. Participants will then apply a systematic process to assess selected infrastructure, facilities, systems, and special events for methods and measures to prevent, reduce and/or mitigate vulnerabilities.

The three-day course allows participants to practice EOC operations in a large-scale incident coached by instructors who have emergency management experience and who provide this training nationally. They will use multi-agency coordination responsibilities, processes, and procedures and focus on key information management, resources coordination and situational awareness requirements within the EOC. The participants gain practical experience (virtual) within a state-of-the-art training environment that exploits the capabilities of computer simulation. Each participant will gain a better understanding of the management requirements and skills necessary to effectively function as a member of an EOC during a large-scale event.

This course addresses medical preparedness for and response to blast effects through a combination of lectures, small group activities and tabletop participant exercises. Participants completing this course will gain an enhanced understanding and awareness of issues and considerations relating to a bombing incident. Content areas include identification of targets, explosives characteristics, pre-attack indicators, pre- and post-detonation response, bombing injuries, security, and resource management.

This course will equip first responders and first receivers with the skills needed to ensure proper patient triage, treatment, and transportation in the event of exposure to chemical, biological, radiological, nuclear, and explosive (CBRNE) weapons. The course delivery methodology consists of facilitated discussions, small group exercises, hands-on activities, and task oriented practical applications using both adult and pediatric human patient simulators to promote critical thinking skills while utilizing the RAPID Care concept. Exercises conducted in a CBRNE scenario will reinforce classroom lectures and interaction. Participants will use their training to demonstrate proper techniques for assessment, triage, mass decontamination considerations, treatment and stabilization. In addition, course participants will receive training on the proper techniques for protecting themselves and limiting cross-contamination.

Through a one‐hour Power Point presentation, the speaker(s) will elaborate on various issues such as the Goals and Agenda of Both Domestic and International Terrorist Groups, outline the Eight Signs of Terrorism, and provide information on how individuals can contact authorities to report suspicious behavior.

While most large gatherings are peaceful, even peaceful gatherings can quickly become dangerous and can represent a threat to operational security and safety. Leaders, decision-makers and first responders aware and concerned about current world events and possibility of adverse collective behaviors benefit from a knowledge and understanding of the causes, warning signs and behavioral dynamics of groups, crowds and mobs. Such an understanding better prepares first responders, security, emergency management and other professionals for the new challenges associated with the use of social media and globalization as they relate to the development of crisis situations and the potential of dangerous and violent collective behaviors.
