"Closing the Gap" The Trooper Higbee Story

This course is designed for all law enforcement, firefighters and first responders who may be involved in emergency vehicle response, as well as critical incident professional or peer support and emergency agency chaplain staff who may assist after a related critical incident. The course will involve: An ACPTC Instructor will review current NJ Police Vehicular Pursuit Policy (and provide a brief test for those law enforcement attendees required to take same). William Subin, Attorney at Law, (former Assistant U.S. Attorney, Senior Assistant County Prosecutor, Police Legal Advisor, defense attorney in the Higbee case and author of Closing the Gap)will then present “Closing the Gap” The Robert Higbee story, the real incident of ‘…police car chase gone badly wrong. The lives of two promising young sisters cut short. A state trooper on trial for vehicular homicide and a trial with very big stakes for law enforcement nationwide…’ The presentation extrapolates from the framework of this dramatic and factual incident to the real emergency responder concerns of critical incidents, and their ramifications and aftermath. Mental, emotional, cognitive aftermath and possible legal consequences should be of interest to all emergency responders. “Protective Measures Course”

The New Jersey Office of Homeland Security & Preparedness (OHSP) along with the Atlantic County Police Training Center and the Richard Stockton College of New Jersey Police Department will sponsor a workshop entitled “Protective Measures Course (PMC)” to be presented by the Department of Homeland Security Office of Bombing Prevention, on Wednesday through Thursday, March 6-7, 2014 from 8:00 a.m. until 4:00 p.m., at the Richard Stockton College of New Jersey, located at 101 Vera King Farris Drive Galloway, NJ 08205. There is NO COST to attend this workshop. About the Course: This two-day Protective Measures Course (PMC) is designed to provide executive and employee level personnel in the public/private sector with the knowledge to identify the appropriate protective measures for their unique sector. The course focuses on providing information pertaining to available protective measures and strategies for selecting which protective measures are most appropriate. The course focuses on teaching the participants the threat analysis process, terrorist methodology and planning cycle, available protective measures, and determining which protective measures to employ. Who Should Attend This course is designed for executive and frontline security personnel from the public and private sector who are involved in planning or establishing appropriate protective measures. Active Threat - Calibre Press

Lives depend on collaborative leadership and teamwork between Police, Fire and EMS. This seminar will identify the core, time sensitive responsibilities required to rapidly implement Unified Command, Security of the Casualty Collection Point and Rescue Task Force tactics. Advanced Commercial Vehicle Crash Investigation

Advanced Commercial Vehicle Crash Investigation This course is designed to further enhance the knowledge and skills you acquired in IPTM's Inspection and Investigation of Commercial Vehicle Crashes course. You will learn how to conduct a detailed analysis of commercial motor vehicle dynamics and its application to traffic crash reconstruction. During this course, you will analyze the ABS air brake system by conducting tests to determine average air chamber pressure. You will also be shown how to determine the limits of axle weights based upon the location of center mass, as well as static-quasistatic and dynamic roll propensities. Topics include: • Kinetic energy - determining delta-V in central impacts • ABS - Air Brake Systems • Speed analysis using gear reduction ratios • Low speed - high speed off-tracking • Dynamic roll propensities • Axle weight distribution - using equilibrium and free body diagrams • Liquid load analysis You should bring a scientific calculator and, if available, an engineers scale along with a 30/60/90 degree triangle.

Advanced Counter-Terrorism Level 2

Offered jointly by the FBI and New Jersey Office of Counter-Terrorism, this 2 day workshop is designed to familiarize and engage local law enforcement with an array of issues. The course will include a Case Study and a participant interactive exercise. Level 1 Counter-Terrorism Intelligence and Awareness is a pre-requisite.

Advanced Crash Investigation (Two Weeks)

The N.J. Division of Highway Traffic Safety is pleased to present our crash investigation course schedules for fiscal year 2017. Our highly qualified instructors will be teaching the New Jersey based Kean University courses Basic Crash Investigation and Advanced Crash Investigation. The Vehicle Dynamics curriculum, offered as a stand alone course in the past, is now part of the Advanced Crash Investigation course. Taught by members of the Institute of Police Technology and Management, Collision Reconstruction along with an array of other Specialty Courses will be offered this year as well. The coordinators for the Crash Investigation Training Program are SGT Jay Wolf (NJSP) 609-633-9198, and SGT Joan Bloom (NJSP) 609-633-9306. As in the past all courses are funded through a grant maintained by the Division of Highway Traffic Safety and there is no charge or fees to students. It should again be noted that there is a significant amount of algebra in all courses. It is suggested that those with weak algebra skills consider refreshing their math abilities prior to enrollment. A scientific calculator is needed for all classes. Please note that the Division of Highway Traffic Safety does not enroll students. You must call the numbers listed for each class or enroll online at the respective academy website. For the Advanced Crash Investigation course, students must bring the materials that they were issued during Basic Crash Investigation. Crash Investigation II - 2 weeks A prerequisite for this two week course is completion of Crash Invest. one. This intense class builds on CI-1 and covers interpreting tire marks, road scars, advanced measuring methods, vehicle damage analysis and vehicle behavior during collisions. This course is also known as advanced or technical training. If applicants had a problem with the math involved in CI-1 they should hone their algebra skills prior to signing up for CI-2 since there is a noticeable emphasis on math formulas as they relate to collisions. Introduction Crash Investigation I Crash Investigation II Specialty Courses Other Offerings The Vehicle Dynamics curriculum, offered as a stand alone course in the past, is now part of the CI-2 course. Areas of study include: Newton's Laws of Motion, coefficient of friction and drag factors, basic motion equations, velocity, time, acceleration and distance, speed estimates, momentum and energy. Advanced Criminal Patrol Tactics LIFELINE

Instructed by Chief Edward Delmore (Gulf Shores, Alabama), this fast paced eight-hour course is intended for patrol officers and supervisors who want to become more effective in detecting and arresting criminals operating motor vehicles. Including drug traffickers, fugitives, felons, and gang members; the training focuses on objective criteria for criminal interdiction and not on so-called “profiling” techniques. This program has been approved by the National Highway Traffic Safety Administration and the United States Department of Justice.
